How do I delegate when my team is already at capacity?

Delegate the highest-leverage tasks first, and give something back. Delegation without corresponding subtraction is just work transfer.

What if the first delegation attempt fails?

Debrief in writing. Nine times out of ten the deliverable wasn't defined clearly enough. Rewrite the paragraph and try again with a tighter check-in.

When should I stop delegating and just do it myself?

Almost never — but 'not yet' is a fair answer. Some tasks require a level of trust the relationship hasn't earned. Do those yourself while you build the trust deliberately.
